Client Background To fully support growing business in Northern Asia, the client required a broad spectrum of services including development, support, testing, and localization. The client also expected Pactera to offer professional services to assist with pre-sales activities and post-sales deployment. After conducting a thorough analysis of the offshore service providers in China, the client selected Pactera as an ideal strategic partner to fulfill strategic goals in the region.
When the decision was made to establish a relationship with Pactera, the client already had experience working with India-based vendors. Faced with a growing scarcity of development resources in India’s mature outsourcing centers, the client’s executives decided to establish a center of operations in China. The executives were also impressed by China’s economic growth and enticed by China’s strong technology industry. Because the client had worked with outsourcing service providers in the past, they brought best practices to the relationship with Pactera, marketing the beginning of a two-way process of learning that was to continue to the present.
Construction of the ODC for the client began on November 1st of 2005 and was concluded on December 1st of the same year – a record building time. The ODC is housed in a four floor building separate from Pactera’s headquarters. Total ODC floor space is more than one thousand square meters. The facility is very well-equipped, with over one hundred servers devoted to testing and development and connected via VPN to the client’s servers around the world.
Since this auspicious beginning, the Pacteraoperated ODC has prided itself on on-time delivery, quick hiring, high productivity, and team stability. After 2013 Pactera Technology International Ltd. Pactera’s ODC worked directly with the client on joint sales opportunities where the client’s proprietary technology could be sold. Engineers on the ODC are passionate about working directly with the client on cutting-edge software development. Weekly English classes contribute to the frank and open communication between team members from Pactera and the client. In addition to language classes,Pactera also organizes team building exercises, such as: badminton, basketball, and football tournaments.
Pactera built the initial China-based ODC for the client in early 2006 from a core team of several dozen engineers. After an accelerated recruiting process to staff the ODC (accomplished in record time – within only one month) Pactera engineers traveled to India to participate in a knowledge transfer from the client’s outsourcing partners at the time (including Infosys, among others). Following a successful launch of development activities within the newly established ODC, other service capabilities were gradually accumulated throughout the following year. By the end of the first year, the ODC headcount increased to 80 engineers, and currently stands at 300 engineers.
After establishing the ODC in 2006, Pactera interviewed an executive at the client companyresponsible for the engagement to elaborate on the selection of Pactera over other software vendors.
